It's visible for the whole world.
The rule is usually in place to discourage scammers who could otherwise too easily sign up and start their scamming practices.
I believe the rule has never been enforced here on this forum, though it is there alright.
Edit: reading your post again I believe that in a way you're saying you don't care about the rules, just your ad being visible. To me that's just another reason to enforce the rule. Play by the rules or don't play at all.
It also encourages people to participate and contribute to the forum and not just treat is as a free sales bulletin board.
