it probably changes whether you are referring to stereo or a theatre as well.
for a theatre - 0db is the reference level. The volume at which movies were intended to be played at. But from what i understand volume level is much stricter when it comes to movies.

Is 0dB not about 8 on a 0 to 10 scale on a "normal" amp?

if you are talking about an AV receiver it goes like this -
some receivers like my integra have 2 different volume scale possibilities.
one is 0db to 100db
its got another scale for reference and its -82db to +18db which is the proper scale.
it then makes 0db the reference level so technically you are correct its around the 8/10 mark.
