Yes, I have been using it with my headphone dac/amplifier(Chord Hugo) on my Android phone. It enables you to stream bit perfect to your DAC bypassing Android SRC..
You can stream audio files from your Android device using USB interface to Devialet with UAPP(Usb Audio player Pro). I have tried that. It worked but that's not the way I want to use.

If your DAP (digital audio player) supports DTA(Direct Transport Audio) architecture, you do not need such applications. You can play any file using any application on these Daps bypassing Android Sample Rate Conversion.

Have a pair phantoms so basically only optical are applied.
Trying to figure out how to use android and going from usb to optical and the UAPP.

Maybe you can try DDC converters(digital-to-digital converters) like SOTM dX-USB HD to convert USB signal to optical before Devialet Phantom.

As an alternative, you can buy DAPs like Ibasso DX200, Ibasso DX150, Opus #1 which all have optical outputs and cost under 1000$ . They are very flexible and customized to play Audio files(especially for IEMs and headphones)..I have used and sold IBasso DX200 which runs on a heavily customized Android OS. You can install Tidal, Qobuz, any app on it . It has its own audio player by the way. You do not need to use UAPP. It natively supports and transfer all files to external devices bypassing Android SRC.  I think a DAP with an optical output would be the simplest solution for you.

I had used DX200 as a digital transport for Chord Hugo(by using its Digital Coaxial output instead of usb output which was a far better option for Chord DACs) .
