if you are talking about an AV receiver it goes like this -

some receivers like my integra have 2 different volume scale possibilities.

one is 0db to 100db

its got another scale for reference and its -82db to +18db which is the proper scale.

it then makes 0db the reference level so technically you are correct its around the 8/10 mark.
