By that logic irrespective of anyone doing these upgrades this time around, you had better pay for the upgrade now and get the benefits as if not you will still ultimately be charged next time around (a no win situation for those who don't upgrade, and are going to be penalised in the long run).
That would sound a bit like like sour grapes to me
