He‘s basically saying that a small team from Devialet is working on a cheap and small solution to set up a home theater. The network processors are too expensive and and a overkill when used for Devialet home theaters. As a possible release date he says this year (since the video is from 2023 last year) or the beginning of next year. It seems that he got the info from Devialet.

He is saying Devialet is working on a small pre-amp solution since Phantom does not require actual pre-amplification. He also states that whatever they are working with right now is overkill and not needed, so they are working on an in-house alternative.
