You can still use a Mac Mini or any other PC and get a good USB DDC like the Singxer SU-6 or the Holo Audio Red. They connect to your Mac/PC and appear as a USB audio device. It should work with new Windows, Linux and Mac OS built-in drivers for USB 2.0 sound devices.
The Singxer has many digital outputs including a Toslink optical one (it does sound good). I personally use a Singxer with the AES output. I've also tried optical which sounds good, but in my setup I take pains to avoid ground loops and AES has a bit more resolution.
The Singxer SU-6 and Holo Audio Red are some of the best DDCs now, but if budget is limited, there are also cheaper DDCs like the Singxer SU-2 and others.
