d-premier won't turn on

I have a d-premier. It was working fine all along, but after a power outage, it won't turn on when plugged back in. 

The red power indicator light is on, but the display is not showing anything. 

I opened the bottom panel, and there's only one LED continuously flashing. 

Does anyone know if this is normal?

If it does not play music then this is definitly not normal. The display should always show the startup progress.
