it is on a new top of the line PC Windows 10 on the hard drive. I have tried with pure wi-fi and with the router connected to the Ethernet

Very strange then. I have roonserver installed on a NAS and it's never been an issue since day 0...
Are you wanting it to use WiFi or Ethernet?

You should get this option in: roonserver > settings > Audio

Based on your sreen I named the zone, I did that and Devialet came up on the speaker output as an option which was not coming up previously. It short it worked!
