Are there material differences (outside of output) of the 220 and 250 Pro models? Reason I ask is I can find some 250 Pro models used for a fraction of the price of a new 220 Pro model here in Singapore.

Check that it's definitely a 250 Pro, and not a 250..... if it is, and you like how it sounds, go for it!
I agree. The used market can be risky in terms of product naming.

I saw a "Devialet Expert 200 Pro" advertised on Audiogon. When probed, it was clear that it was the older 200 and not a "Pro".
