It is not wether his mains is dirty or not. The Phantom PLC is part of the networking between the units. If you put filters or connect Phantoms to separate circuits this will probably not work as it should.
Dialog and Phantoms should be connected to the same power circuit or power strip. It may be a good idea to put filtering between the Phantom/Dialog power and the rest of the system as PLC will appear as noise to other components.
