The first Devialet D200 I bought had the same issue of the circular marks. At first I thought the unit was scratched and that these were fine scratches. So I did call up the retailer to raise the issue and he re-assured me the unit was brand new. As it is a well respected retailer I left the issue at that. To be honest the polishing is finished off poorly and those circular mark should not be there. As for the power supply issue I cant comment as I never had the same issue.
You are definitely within your rights to complain about the poor customer service. Devialet should just change the case and replace the PSU. If you are not happy with Devialet just sell up and move to another company.
