My guess. Manufacturers rebrand same product for different geographical markets. Raleigh Bicycles (UK) did this back in the day and rebranded Raleigh's were basically the same models with different labeling (and perhaps a change in appearance in the crankset or fork). No idea what 'Dela' signifies? Maybe an acronym, perhaps something symbolic to the Japanese market? Sometimes marketing departments come up with names so inappropriate to a product one wonders how they have their jobs. Whoever in Ford Motor Company decided to give their American car model the name 'Probe' (and who OK'ed it) must have slept through their college marketing classes.
