I don't think the Devialet phono stage is a 'low budget afterthought', far from it. Just look at how configurable it is for different cartridges and different EQ curves. Try and find a budget phono stage with the same features.
I think the implentation of the phono stage in the Devialet took quite some effort on behalf of the designers, who I believe took the decision at the outset to provide a top class phono amplifier.
