Speakers are a very personal choice I think, but there is nothing wrong with compiling a few suggestions. One speaker that I think fits your criteria is the PMC PB1i. It’s just about within your budget, and it actually has slightly bigger bass drivers than the more expensive Fact 12 that has replaced it.
I heard a a pair a while ago with Bryston amps and liked them a lot. They would make a great second hand buy I think. That said, the KEF reference 1 as suggested above is also good, the choice is yours!
