Most practical is downsampling when your DAC doesn't support said sample rate.
Others like to upsample before the DAC as they feel it sounds better done before their dac or they may have a NOS DAC.
Can it upsample to DSD?
Yes it can, but I would not recommend it as the only input port of the Devialet which accepts DSD is USB AFAIK and it is not the best one. I tried this solution and quickly came back to play PCM in native format and convert DSD to PCM inside JRiver in order to be able to use AIR 3.0
