How are your Phantoms connected and do you know how good your broadband is?
You could have a ‘double hop’ situation where:
1. Your router receives the radio stream and sends it via WiFi to your phone.
2. Your phone then sends the stream back to your router.
3. The router then sends the stream via WiFi to your phantoms
This is not very efficient as it doubles the amount of data being sent via wifi. The simplest solution is to connect the phantom via Ethernet cable if this is possible even on a temporary basis just to confirm the problem is WiFi.
