The 600W has little to do with the power consumption nor the Rms value of the power amp. It is the peak output the power amp is able to do. With the latest iteration of Phantom Golds to Phantom I 108dB Devialet changed their advertising for Phantoms to what they specify also for their Expert line amps. Rms. So, the Phantom I 108 dB (formerly Phantom Gold) are now specified to 1100W Rms, the Phantom I 103 dB to 500 W Rms.
The Phantom II 98dB, formerly the Reactor 900 now has 400W Rms and the Phantom II 95dB (Reactor 600) has 350 W Rms specified not far of your consumption measurements.
